Goals & Accomplishments

Supervisor Alfredo Pedroza is a lifelong Napa resident, businessperson, husband and father who works hard each and every day to improve the quality-of-life for all those who call Napa County home.

Over the last five years on the Board of Supervisors, Alfredo has worked on issues of transportation, traffic, affordable housing and agricultural & environmental protection, among many others.

The 2017 wildfires, which inflicted significant damage to the 4th Supervisorial District which Alfredo represents, has placed a renewed emphasis on the importance of emergency preparedness and going the extra mile to collaborate with residents to understand their challenges while working to get all those whose properties were damaged or destroyed back in a position to return home.

Following are some of the key accomplishments during Alfredo’s last term:

Wildfire recovery Wildfire Recovery & Rebuilding

  • Passed an ordinance to reduce permit processing times and fees by as much as 30% for fire survivors.
  • Collaborates with fire-affected property owners through one-on-one meetings with property owners, contractors and county planners, along with personal outreach to each fire survivor who submits an application or gets permitted by the county to rebuild.
  • As of February 2020, of the 481 residences lost in the 2017 wildfires:
    • 53 families have fully rebuilt and returned home.
    • 171 families have a permit to rebuild or have new homes under construction.
    • 245 families have submitted an application to rebuild to the county.
To-date, more than half of all fire survivors have submitted an application to rebuild. Alfredo will continue to work diligently with those continuing to go through the rebuild process to ensure all those seeking to rebuild can soon secure the permits necessary to begin construction and return home.

Emergency PreparednessEmergency Preparedness

  • Supported the installation of fire watch cameras on Mt. Saint Helena, Berryessa Peak and Atlas Peak to allow technology to aid in early fire detection.
  • Approved a Defensible Space Ordinance to reduce debris and fuel loads on public & private lands.
  • Backed an integrated public alert & warning system to quickly warn the public before future emergencies.
  • Collaborated with the Sheriff’s Department on “Hi-Lo Sirens” to allow public safety vehicles to sound Hi-Lo sirens in future emergencies.
  • Created evacuation routes in high-risk fire zones; the county mailed evacuation routes to all residents in affected areas.

Transportation and TrafficTransportation & Traffic

  • Invested $7.5 million in road repairs during the last fiscal year
    • County budgeted $12 million in road repairs this fiscal year to cover roads throughout the 4th District, including roads in the Circle Oaks, Silverado and Berryessa areas, among others.
  • Established a public-private partnership to collaborate with employers, public transit agencies and utilize technology to alleviate traffic congestion through a $1 million pilot program launched earlier this year.
  • Serves as the Vice Chair of the Metropolitan Transportation Commission (MTC) and Napa Valley Transportation Authority (NVTA), using his regional position to advocate for local transportation and traffic needs.

Environmental ProtectionEnvironmental Protection

  • As Chair of the Regional Climate Protection Committee, Alfredo advocates for a regional approach to act locally to address climate change and reduce greenhouse gas emissions.
  • Championed a joint city-county effort to conduct an in-depth watershed study for the Milliken Reservoir as well as Lake Hennessy to preserve and protect critical drinking water sources.
  • Approved an ordinance to strengthen oak woodland removal and replanting requirements to preserve oak woodland areas.
